That is not it people.
You can easily achieve this by using what we call MUI (Multilingual User Interface). I wrote about this years ago.
http://www.virtualizationadmin.com/articles-tutorials/terminal-services/general/mui-terminal-services.htmlYou need to get the MUI DVD for Windows Server 2008 and install the languages you want. You can then set them by policy.
This will allow you to give different users based on group membership different 'desktops', set on the language of your choice (any of the MUI packs you install).
