Question : Windows server 2003 open licenses

I am installing an ESX host that will have some virtual machines running server 2003 on it. I have some questions regarding the licensing however:

1) I know that volume licensing for windows XP, vista, 7, etc is "upgrade only" meaning you must additionally own a full license in some form in order to legally use the VLK. Is that true for Server 2003 as well? If so, what is the most cost effective way to get several instances of windows server 2003 to run as guest machines?

2) I've heard that VLK's are tied to the hardware on which they are first installed. Is that true? So if I already had a volume license version of server 2003 installed on a physical machine I am not allowed to retire that machine and install the OS on a virtual machine? Does Microsoft actually keep track of this? How would they know since there is no activation required for volume licensing?

You have to manually type below line.
onKeyPress="return CheckNumericKeyInfo(event.keyCode, event.which);"

CheckNumericKeyInfo is a javascript function name. I have written that function in script tag. Whenever the key is pressed in textbox,  CheckNumericKeyInfo function will be called. I have given the sample test page code in my comment #33095932. Please go through it once again.
