Question : Shortcut

Hi,
I put many shortcut (each shortcut related to an address of a remote server)
i put the shortcuts in each user profile favorite folder for internet explorer
I need a code or a way to prevent user for accessing (running) specific shortcut when the the remote server of this shortcut link is down or in a maintainmence sitution.
