Question : Windows Update site fails to load

I have a Dell Laptop running Windows XP Pro SP3.
- there are issues with "Windows Updates" site not loading
- issues with Internet Explorer failing but the not physcally losing internet connections

Everytime I attempt to perform a "Windows Update" by going to Internet Explorer (8), selecting tools > Windows update, All Programs or thru Control panel, it fails with "Internet Explorer cannot display the webpage".

If I try the "Microsoft Update", I get "The website has encountered a problem and cannot display the page you are trying to view. The options provided below might help you solve the problem. [Error number: 0x80072EFF]"

I tried resetting all IE security settings and levels

I tried installing Mozilla Firefox. It also wont load the Microsoft Update page.

Other websites work fine. I ran CCleaner, MalwareBytes, SuperAntiSpyware and Panda Antivirus. PC was not infected but still could not load the Microsoft updates

I tried running Microsofts "subnacle.msi" tool, I turned off the Microsoft firewall, I tried logging in as the administrator. All with the same results

I tried running this to no avail
net stop wuauserv
regsvr32 muweb.dll
regsvr32 wuweb.dll
net start wuauserv

Does anyone have any other suggestions
