Question : Internet Explorer Security Settings Defaulting to High Security

I have a GPO setup with restrictions for preventing access to control panel etc. but it seems to be setting all domain users IE security settings to a "custom" set level which is blocking everything (javascript, java, activX etc.)

I have checked the GPO and reset all the IE security settings on it and forced a refresh but the client side is still getting these custom settings from somewhere

Use RSOP.MSC to check the exact setting applied from no of GPO's on any problem machine. Blocking control panel is having no relation with IE security settings.

User configuration/Administrative templates/control panel/prohibit  access to control panel.
