I had the same issue today. I'm using Windows 7 and my colleague is using XP SP3 with no problem. It was by stroke of luck that I decided to have a look at DTSWizard.exe.config. Inside there was two entries under runtime support. I believe one is pointing to .Net Framework 4 and the other 2. I deleted the entry for .net framework 4 hoping that DTSWizard will use .Net Framework version 2. It work for me. The DTSWizard.exe.config is in the same directory with DTSWIzard.exe
