Question : SBS 2003 password policies for certain groups
I am trying to set a password policy for a remote users group on the local domain on a Small Business Server 2003. I do not want this password policy enabled for anyone else outside the policy. I created a new GPO for this and set the "password must meet complexity requirements" under the Computer Configuration >Security Settings>Account Policies section. I force the policy using gpupdate and I cannot get the policy to take effect.
Would the security settings of the Default Domain Policy override the policy I created? If so, how can I get around this?
Answer : SBS 2003 password policies for certain groups
All you need is to correct your code this way:

'index.php
');" value="Print Voucher">
