Question : I need advice using SSIS packages

I am using Managment studio 2005 to work with SQL server 2000 database. I need to create a job that will delete all the data from a table and then go to an csv file and import the new data every morning. My thought was to schedule a job to run a ssis package to do the import. However I cannot save the ssis package, I get an error. this I believe is due to admin rights. Second when I create the job, I cannot find  In the Type drop down list "select the SQL Server Integration Services Package " that I read I need to select.  I am pretty new to this. I need to be able to tell the server admin what I need and at this point I am not sure.
