Question : Bottom of the page popup messenger ad

Hello

I have seen on a few websites an Instant Message chat window style advert slide up at the bottom of the page but cannot find any scripts on how this is done - I dont know what they are called and have had not luck searching google.

If anyone could help that would be great.
