Question : Windows 7 permissions to administrative share(s)

Can anyone help me figure out why everyone has access to my administrative share on Windows 7?

I can signon as any user onto the domain and type in \\<computername>\c$ and up pops my filesystem.

Please walk me through fixing this.

Thanks
