Question : which one is best ?

Hi,

I have one xls file . that have 19 column and i will comapre with 4 tables and create new 17 column
lastly that will sotored data in DB (Some Table)

That xls file have more than 4000 records , So which one is best way doing  ?

In Java or Oracle (wirte some stored procedure and do )

If it Java means what is the best way of do ? which alogorithm to do fast creation ?
