Question : Add DC to Windows Server 2003 Network - error msg

Our small church network had two servers, both dc's - till one went down with a fried drive.  all data was backed up - but now,having replaced drive, deleted old DC from active directory on remaining DC, installed server 2003 fresh.  i gave the new install the name of the old server to keep my login scripts functioning.  I make it a file server - but cannot make it a dc.  I get the error msg "An active directory domain controller for the domain sjtr.local cannot be contacted.  from the fresh install i can ping the remaining dc by name and ip.  but i can't ping from the old to the new - am i missing a firewall somewhere in the fresh install.  sorry - i'm just a preacher, left to maintain what a well intending parishoner left us.  thanks

Have you tried assigning the same phone to a different DN? Perhaps one that is not an octo-line? Just to see if it works...
