Question : Adding additional server ito SBS2003 system - cannot see shared files on additional server

I have a Proliant ML370 running SBS2003 R2.  I added an additional server running WinServer 2003 to my network, carefully following the instructions in "Step-by-Step Guide to Adding and Managing Additional Servers" in a WinSBS Network as listed below.  I set up two Shares on the new server with administrative permissions.  The two servers see each other but I cannot get to any of the files on the added server (name=fileserver) from any other computers.  If I am logged in as Administrator to any workstation or the SBS server, click on Add a New Network Connection and go to Entire Network/Microsoft Windows Network/MyDomainName, fileserver is listed in the list, but when clicked on, it shows no file folders listed under it.

I can do the following:
1.  Connect to fileserver and all other workstations and server via RWW
2.  From fileserver:  Connect to all shared files on server and other workstations

From server or other workstations:  
fileserver is listed in the domain through My Network Places
1.  When clicked on under Add Network Place, hourglass hangs a while, then stops with no expansion of the tree under fileserver.  
2.  Under My Network Places, clicking on Entire Network/Microsoft Windows Network and then expanding my domain name, fileserver is listed, but when clicked on, again hangs a while, then shows error message: (“\\fileserver is not accessible. You may not have permission to use the network resource.  Contact your administrator.....  The network path was not found.”)

 Appears to be a Permissions issue, but after several tries, have not been able to find the problem.

The configurations are listed below:
All updates in place both servers
SBS server name= server
SBS server IP=192.168.16.2

Set-up wizard used on SBS server:
Server name = fileserver
IP address of fileserver is 192.168.16.4
Static IP address
DHCP scope excludes 192.168.16.1-9 so fileserver IP is excluded

WinServer2003 (name = fileserver)  is also a Proliant ML370
fileserver Operating System configuration:
Licensing Modes = Per Device or Per User
Computer Name = fileserver
Static IP set in TCP/IP page = 192.168.16.4
Gateway = 192.168.16.2
DNS server = 192.168.16.2
Member of:  Workgroup

Then set up several shared folders on fileserver with permissions for all functions for administrator and my personal login

Rebooted fileserver
Added http://server to Trusted Sites on fileserver
Cleared box on Require Server Verification for all sites
Ran ConnectComputer

How about \\IP address.

Fully remove any AV that you are using.
