Question : Need to wipe personal data from a Windows XP machine

I know someone who owned a mortgage company with spare laptops to get rid of, but he wants to wipe the disk to get rid of any data that could have been stored by Windows XP.  Windows has the habit of storing things in funny places so I imagine it could be impossible to find these places.  So he is worried about the legal risks...

If he were to delete the obvious files stored in obvious folders, then get rid of the user accounts,  would that work?

I imagine he could create a new Windows user, log in to that user, then erase any other user accounts.

Will that do it?
