there are certain settings in a PDF that do not gel with copy and paste.
If you are using Office 2007 or later, you can insert the (saved) PDF file into a Word document. Use the Insert ribbon and select the Object command. Navigate to the PDF file you want to see in Word and select it.
Now you see the PDF content in the Word document.
PDFs can be protected by a multitude of security settings that will allow or disallow printing/copying/editing, whatever. So, it really depends on what the author of the PDF has intended for public use. Anything else you may be able to extract may not be strictly legal.
