Question : Free Software For Software Errors Reporting

Hello to all,
I need a free software that will do the following. Me and some guys are testing a software, and need a program in which database to write every bug we find in order fir the programmers to see all those bugs and mark them as repaired when they really are. Testers are not on a local network and the idea is all the information to be stored in a database in one server. After some of the testers quit we will need a way to ban the access to the server for them.
