Question : How to diagnose and fix a messed up keyboard

Hi, im travelling a lot using hostel pcs, linux or pc, where i constantly find messed up keyboards, the result of people fiddling with regional settings or whatnot.

Can anyone recommend a quick guide to diagnose and fix such problems? I want to learn so that it takes only a minute at most to fix each time.

Perhaps there is a diagnostic wizard online? ie with some dropdown option , where i am, type of keyboard, example errors eg when i press x i get y etc, and some script works it out and tells u how to fix? Asking too much maybe
