Is it better to physically locate an application/web server (pb code) close to DB server or users?
Users are on Bldg A and DB machine is in Bldg B. The web application is written in power builder and using IIS and appeon and the database is oracle 11g. Users call the web application using HTTP.

The LAN speed in Bldg A is 1-g ethernet while the BldgA to BldgB connection is 100 mb.

The route taken is configured in the routers themselves.

Bottom line:  Put the servers on the same LAN.

HTTP does not take up much bandwidth and should do fine over the VPN or WAN link, whatever you have.

That is the best I can advise given that the specifications of the link between the two buildings are a little unclear.
