How can I do this?
I am unable to do this even though I am logged on with the local administrator account or with any other account that has administrator rights (such as the domain administrator account).
The operating system is Windows 7 Professional.
The name of the file that I need to edit is config.sys.
This folder was created in order for an older program designed to run in DOS.
The program worked fine while the operating system was Windows Vista, but now after the upgrade to Windows 7, it will no longer run since it says that the FILES in the config.sys file needs to be increased from 40 to 99.
However, every time that I try to edit, modify, or overwrite this file, I get a message that says "Access is denied" (see the screenshot attachment).
Furthermore, when I try to change the file attribute permissions so that the file is no longer read only, I am unable to do so.
Even though I open the cmd command line utility as an administrator, I am still unable to delete or remove the read only attribute for this file.
When I go into the folder or file Security permissions, I am unable to grant the administrators group or any user the Modify or Full Control permissions.
I MUST BE ABLE TO MODIFY THE CONFIG.SYS file in this folder!
I believe that the root cause of this issue is that the file is in a protected Windows subfolder.
What do I need to do in order to be able to modify, delete, or recreate the config.sys file (or any other file within this folder)?

Have you tried taking ownership of the file first? Right click; Properties: Security Tab; Advanced; Owner Tab
Try that and then try changing the permissions and read-only status if necessary.
