Question : TMG newbie: Exchange 2007 puiblishing rules are ignore and requests are denied by the default rule

I have a new TMG setup and I'm working to publish exchange 2007.  I've made the exchange 2007 publishing rules, but traffic simulation is showing that the Default rule is denying the traffic.  Diagnostic logs show, "The access rule is ignored because Forefront TMG looks only for Web publishing rules for an incoming Web request.".  

 Traffic Simulator shows:

Denied Traffic
  - destination URL host name could not be resolved  

Rule Name: Default rule

Rule Order: 8

It seems that the Web Access policies are applied before the Firewall Policies.  Sorry I'm new and haven't come across documents that explain how rules are evaluated.  I do have a web Access policy above the Default that was created by the wizard to allow access for HTTP(s) from Internal to External.  The traffic I'm testing with is from Internal to an internal Exchange server.  I change the wizard create rule to allow traffic to all networks including local host, but this hasn't helped.  Can anyone explain what is happening and what I need to do to fix it?

Sorry to waste your time.  It turns out I was not typing in the correct URL.  I mean I wasn't adding /owa or /exchange to the end.  This behaviour is expected.  I didn't realize.  This article explains it: http://blogs.technet.com/b/isablog/archive/2008/04/29/troubleshooting-owa-2007-publishing-rules-on-isa-server-2006.aspx.  I don't know why that was so hard to figure it.  Anyway thanks for your help.
