Question : How do I fix a slightly blurry TV 2709W?

The bottom line is that this monitor works but it seems that there is a slight shadow fade on say the mouse, text and other objects as though the monitor is going bad, however this monitor is relatively new (this year).

What can one do to fix this blurriness. Is this the video card.  Here is some info to help everyone out

Monitor - 2709W - 1920 x 1200 @ 60 Hertz (I've had it at different resolutions and the effect is still there)
Video Card - GeForce 8800 GTS (2007?)

First, try a new cable. I get this on all my Dell moniotor cables.
