Question : Will SOAP with WS-ReliableMessaging in Server allows the connection to clients without WS-ReliableMessaging to connect

Using the gSoap toolkit the server was brought up which even uses WS-ReliableMessaging plugin. Now my question here is; is it possible for was Client which doesn't have WS-ReliableMessaging to make calls to the server with WS-ReliableMessaging.
The Server is written in C++ using gSOAP toolkit and there are clients written in Java [using axis2-1.5] and C++[gSOAP toolkit - gsoap-2.7] also.
