You can implement Email Journaling in exchange 2003.
This will take all To/FROM emails to your org for everyone and deliver it to a journal mailbox - MAILBOX1
How to implement this:

a) Create a mailbox mailbox1 to be used for journaling.
b) Follow the steps above to create + deliver mails to journal mailbox.
c) **Do not use envelope journaling.
Then all your messages will come blank - with the actual message in a attachment.
Envelope journaling is used to capture BCC data.
d) Implement message retention of 2 days in journal mailbox (instead of 30 days in the guide)
e) Create a GMAIL account (25 GB + if necessary you can buy extra storage).
f) test if journaling works by logging into OWA of journal mailbox.
g) Setup email forwarding from

[email protected]--
Reasons / caveats:
a) Message journaling on same storage group == atleast extra 10-15% overhead.
Adding more RAM to the server will be helpful. Take it to 4 GB if possible.
b) if you retain messages in mailbox for 30 days, that mailbox will hit all your quota alerts real fast. (depends on volume of emails + size)
c) I prefer to keep my exchange humming smoothly and not get dragged down by journal mailbox.
d) Recommended procedure is to create an additional storage group and create a journal mailbox there. (Small business env. owners dont want to do that for some reason....)
e) Hence - setup journal > forward to gmail solution.
