Question : Excel 2007 copy/paste format

I suspect this is something obvious that I'm just not seeing.   Please enlighten me.

When I copy from one excel sheet to another, most of the time I can PASTE SPECIAL, choose what I want to do and move on.

Every now an then, I try to COPY/PASTE SPECIAL and rather than get the paste special menu, I'll see that I can paste this as an image file, an xml file, or any of a dozen different files, but not as a selection of fields that I just picked before I copied.

What is causing the selection process to prompt this image-related paste?
