This happened to me a while back.
What I did was clear the event log and increase the size a bit and it solved my problem.
Try the following:

Clear the Event Logs. This solved the problem for me after updating from 11.1.0.6 to 11.1.0.7.
Control Panel --> Administrative Tools --> Event Viewer --> Clear All Events
Increase the log size.
