Question : Group Policy applied to Terminal Server is stopping Shortcuts placed in Public Desktop from appearing

Hi

We have a windows 2008 Terminal Server that is locked down via group policy, it has the loopback policy applied and locks down the desktop, this policy is applied to users in a specific group.

The issue i have is that i have created a Shortcut in the public users desktop that needs to be applied to all users, the users that are getting this policy applied do not get it, wheres as if i log on with a normal user account (not my admin account) i get the shortcut applied, this leads me to believe its somthing in the policy,

I have listed the policy settings that are being applied below, can anyone tell me what setting it would be thats causing it, im hoping not have to do it one at a time!!
