Question : USB Video Card - 32 bit on 64 bit machine?

I am using a USB Video Card. It has four inputs and connects to the computer via USB.  It works with 32 bit Vista and XP machines.  I know have a 64 bit Windows 7 machine.  I can not get the software / device to work.  It appears that software installs correctly (it had previously also installed the drivers for the device).  When I try to launch the software I get the following error message:

Class does not exist.
.errorcode=0x583

The device is recognized in Device Manager but has no device drivers. Under Device Manager > Properties > Details > Hardware Id :
USB\VID_3100&PID_F200&REV_9209
USB\VID_3100&PID_F200


I have found a 32-bit driver, but when I try to update driver it doesn't 'see' it.

Anyway to get this to work?
