Question : iPhone Active sync with exchange server

I've got a Windows Server 2003 AD domain with two sites and a 2003 Exchange server in each. iPhone synchronization only works with one of the servers. Both servers respond as expected accessing the OMA site through a web browser. I can move mailboxes between the servers and they only work on "Server A." If incorrect credentials are entered on the phone, it says "wrong password" but when they are correct I just get the generic "connection failed" - Not sure where to start troubleshooting
