Question : How to repair a dell e171fpb monitor

I have a Dell E171FPB monitor. When I go to turn it on the green light in the front turns on and then off. The display is black and no lights are on, after about 2 or 3 minutes the monitor display and green light in the front turn on and the monitor works great. Does anyone know what would cause the monitor to take so long to come up.
