Question : USB port on compaq laptop w/XP will not work with USB mouse

I have this XP laptop probably 5 years old that when I plug in a usb mouse shows up as "unknown device" in device manager and then when I unplug and plug it into a different usb port I get a message says "USB Device not recognized...One of the usb devices attached to this computer had malfunctioned and Windows does not recognize it. For assistance in solving this problem click this message. I click the message and it shows me a window of the usb ports as either "unused port" or "Unknown Device" Then at the bottom of that same window it says "Try reconnecting the device and if Windows still does recognize it, replace the device.
I have replace the device with another new logitech usb mouse and I get the same thing.

Why is the OS not recognizing the usb mouse when I plug it in. I went to HP.com and updated or flashed the BIOS and the USB mouse is still not being recognized.
Any ideas or suggestions?

Here a list of things to try :
-from Device manager scan for new hardware
-in device manager>view tab, click "show hidden devices" and delete all usb entries and hidden devices,  reboot and test
-then you can download the latest drivers for the chipset, and reinstall it to update the USB root hubs
-start>run>diskmgmt.msc      check if the usb devices show up in disk management, then run :   start>run>services.msc
In the listing look for removable storage service.
If it is set to Auto, and not started, then start it : click the Start link in the top left...
-In c:\windows\inf, look for usbstor.inf    -  If it is not there, you can copy it from another PC..When you find it, right click it and select Install
