Question : Web Page Building

As I'm from a Winform background, I'd like to know what the best way to start designing professional looking web pages, I've seen some people using <DIV> regions etc and CSS. What are these, or can I just drag and drop controls onto the page as I do with WinForms, I suspect though that there is more to WebForms than just drag and drop. So if anyone can help with how I should approach designing good professional looking WebPages, I would be most grateful.
