Question : Windows Vista Security Center will not start

I am repairing a friends machine running Vista 2.0.  He was running Norton but let it expire.  Appears to have aquired a virus.  Totally removed norton via removal tool.  (it would not start or uninstall under normal means).  Installed AVG 9.0 and scanned system.  Found one virus and 2 issues that were healed.  System now gives warning that SECURITY CENTER is not on.  When attempting to restart in a normal mode, receive a reply that it will not start.  Have been to control panel/administrative tools/services to attempt to reset.  HOWEVER, SECURITY SYSTEM DOES NOT APPEAR ANYWHERE IN THE LIST OF SERVICES!!!.  Do I have a malware issue or what?  Please advise best approach to debug and solve the issue.   Thanks, Terry
