Question : Group Policy Home Page.

I have deployed a group policy and set the homepage.   However some machines are resetting and the old home page is being displayed.   I have checked all the group policies in the domain and have found nothing in any policy that points to the old homepage.

Answer : Group Policy Home Page.

Use GPMC on the computer where the OLD home page is being displayed and the user to whom the old home page is being displayed.

This way you can see whether the GPO is actually applies to the user in question and if not, their own settings are such that their home page is referencing the old one versus the new one.
