Question : Open file Security Message

I have installed a brand new terminal server Windows 2003.  I have applied all updates including IE8.  We use content re-direction for Desktops pointing to \\tes2k3db1\tsdesktops$\epd\microsoft.desktop

When I double click on the icon it comes up with the following attached error

I have added file://tes2k3db1 to the intranet zone and the error goes for me on the server.  I need to apply this viia GP to all my Citrix users.  I have looked at a few option and can't seem to get it working

I have tried the Site to Zone Assignment List, I may be doing it wrong so I have attached a screen shot.  If there is a better way of doing it I would love to hear about it
