Question : Flash Player Doesn't work on remote terminal

We have a remote terminal on our windows server 2003 where 5 users are connected to. Our problem is that any page with flash player will not display. The reason it will not display is because of the Internet Explorer Enchanced Security Configuration. If I remove it, then it works but I dont want to remove it because we need that extra security (dumb users always getting viruses and can't risk server). How can I get flash player to work while having the Enchanced Security Configuration on?

In IE options> Security> Internet zone>Custom Options enable the following two options
 
Run ActiveX controls and plug-ins
Script ActiveX controls marked safe for scripting

Test that and if it doesn't work also enable “download signed active X controls” and test again.
