Question : "Remote Session Environment"
This server is not in a Domain.
We are trying to run a "Loader Environment" where the end-user can log onto our server in a Terminal Services environment and only have access to the applications that what we allow.
The user account needs administrator privileges due to application requirements outside our control.
We have used this application in the past with no problems on other servers.
We setup the user accounts like always but when we test login with those accounts it takes us directly to the desktop thus not putting them in the loader environment and the "loader" is not running.
I have attached what i believe to be all the screen shots from the server regarding the settings for the environment as well as for the application.
We have tried even running notepad as the environment to make sure that it is not tied to the "Loader" application and when we login it takes us directly to the desktop and Notepad does not even load.

one a policy is applied to a object it stops processing for that object, therefore since the first policy applies to all recipients it will never go to the second
you need to update the filter such that it excludes the three users
