Question : Terminal Server license settings

We have a couple of Citrix app servers where Terminal server configuration is set to Per Device mode and needs to be Per User. If I change the setting in Terminal Server Configuration/Licensing will this affect users that somehow are accessing applications on the server? Will this require a reboot?
