Question : free email marketing tools

I have large list of people in a list I received from my local Chamber of Commerce office.  My outsourcer is collecting email addresses for those folks so that I can email them.  I've used mailchimp for some mail campaigns in the past.  Is this still be best free tool?  What is the best way to manage this type of campaign?

I would remove the old drivers and install new ones for Video, chipset and anything else relevant.

apparently the hardware is different enough to cause issues.
