Question : Cannot check POP mail in Outlook 2007

Am trying to setup Outlook 2007 to check my external  POP email accounts.
We are running Exchange 2007 here with Outlook 2007
Whenever I try and configure the client to connect to the POP account it errors out.
Did I miss a setting on the Exchange Server? The previous Admin had this server locked down hard.

POP3 access might be blocked on your computer or on Server. So do telnet on your machine first
telnet servername 110

if that fails then try from your server

telnet servername 110

If that too fails then probably POP3 service is not running on your server or some Anti-Virus or firewall on server is blocking POP3.
