Question : Why does windows Explorer refuse to display member computers in a domain?
It gives a message that computers from this WORKGROUP are not avaiable at this time. Using Windows Explorer, I can go to "Windows Network->Domain Name, but double clicking Domain Name only gives a message that the WORKGROUP cannot be displayed. But if I use UNC, I can indiviually display the member computers.

put all of the users into a security group that you want to receive this GPO
on the security filtering tab, remove authenticated users and add your newly created security group
make sure the GPO is applied on the correct OU
