Question : Is it best to upgrade to SP2 or skip SP2 & go SP3? (Exchange 2007)

We are looking to upgrade from SP1.
Should we by-pass SP2 and just roll up to SP3 or should we upgrade to SP2 and then SP3?
I believe the suggested upgrade order is:
1.  CAS
2.  HT
3.  MBX
correct?
