Question : Problem with contacts in Exchange....

One user in our company just got a Droid 2 and their contacts are not syncing right.  In Outlook they only have 157 contacts, but on the Droid that updates via ActiveSync from our Exchange 2003 server they have a couple thousand.  Funny thing is that the 157 from Outlook are not included in the contacts on the phone.
I was told that a couple years ago they had exported a listing of some of our customers from our accounting system and then imported them into Outlook.  They decided they did not want all them in there so they "deleted" them (obviously they are still stuck around somewhere).  On their phone they used then it updated ok and they were previously using a Blackberry that had only the 157 contacts left, but now they are using the Droid 2 it is syncing only all the old contacts.

Is there a way to only delete contacts for a user in exchange?  How would these contacts be on the server still but not showing up anywhere in Outlook?

Can you give more info so I can help...i.e Which Windows Server you are talking about? 2000, 2003, or 2008?

I presume you have 2003:
The Regional and Language Options settings are located in Control Panel on a Windows Server 2003-based computer.

Regional options settings
The Regional Options tab contains the following settings:
Standards and formats
These are user-specific settings and are stored as part of the user profile.
Location
This is a user-specific setting and is stored as part of the user profile.

Language settings
The Languages tab contains the following settings:
Default input language
This is a user-specific setting and is stored as part of the user profile.
Installed services
This is a computer-wide setting.
