Question : Terminal Services and Internet Explorer Settings

I have users connecting to a Windows 2008 server using RDS. However, when they run some programs they get that the Internet Settings are set to high. When they try to adjust these settings in Tools, Options, Security, Internet, everthing is greyed out. I cannot seem to find a policy that is configured to prevent this. All the policies for Internet show not configured. I am not well versed on Group Policies. If anyone could assist me I would greatly appreciate it.

The user that logs need to be a powe-user. If you dont want to do this you can create a configuration with the
Internet Explorer Administration kit, have in mind that this must be configured by browser version (IE7 or IE8)
