Question : Blackberry Enterprise Server - not sync contacts for one user?

I've just barely managed setting up a BES Express server for someone and know virtually nothing about how to tweak the configuration. There is one user that would prefer that his contacts do not sync to his phone. Is that possible?

Create a new policy with wireless address sync disabled.  Assign the policy to users who do not want contacts sync'ed.
