Question : change in computer management - is it immediate

if there is a change in user/group setting in Compmgmt.msc, does it take a restart to be effective or is it good to go?

Answer : change in computer management - is it immediate

It is recommended to restart since there are certain changes like effecting permissions on registry entries as well which would need to take effect once the computer is restarted. Though logging off the user and then logging in sometimes is as good but I personally recommend restarting.
