Question : Change AD password in OWA

We would like users to be able to change their network password using Outlook WebAccess.  I have made changes to the Exchange server as described in the following article:

Problem is we are not able to change passwords using OWA.  I get this message: "Either the password is too short or password uniqueness restrictions have not been met."  But the password I'm trying to change to does meet the requirements and I can use the same password if I reset in AD console.
