Question : Remove the shutdown option from servers but keep it on desktops

Hi, I'm trying to figure out how to remove the shutdown/restart options from our servers here (with the exception of administrators), but keep the option on the desktops.

I have found the following in group policy

User Configuration->Policies->Administrative Templates->Start Menu and Taskbar->Remove and disable the Turn Off Computer button.

However if I set this for a certain user, they'll be unable to shutdown or restart their desktop.

What is the best way of doing this?

I'm assuming you have a separate OU for users, one for Servers, and one for Computers.  If you do, you can set a GPO on the user OU to disable the Turn off computer button.  Then you can set a GPO on the Computer OU to enable the Turn off computer option.  Then can enable Loopback Policy on the Computer OU GPO and select Replace mode.  This will override the user GPO with the computer GPO.  Here is more detail:
