Question : how to legally obtain OEM for the purpose of installing and selling

if i was to start a business building and selling PCs how would i go about obtaining OEM licenses  so that i could install the OS and suppliy my customer with a license key etc.

i know there are plently of sources on line where i can obtain software/licenses but what is the proper official way of doing this?

Have a look at this: http://www.microsoft.com/oem/en/licensing/sblicensing/Pages/default.aspx. I would recommend contacting Microsoft directly if you have any questions, they are very helpful with this kind of thing.
