I was told that I need to download the Access runtime to distribute it. I still don't understand how to package the database first.

The instructions are in the Runtime files that you download, no?
It includes a Packaging "Wizard" that will walk you through the steps.

Just note that a lot of developers prefer to use third party Packagers.

"Exactly" how you package will depend on many factors, so there are no easy answers here since we do not know your Application or skill level.
