Question : Why do the icons on the the desktop go about a quarter inch off the monitor screen.

Hi all.  I've had two Windows 7 machines this week with an annoyance I can't figure out how to fix.  When I'm on the desktop, if I drag an icon to the left, right, top or bottom of the screen, the icon goes about a quarter inch off the viewable screen area.  If I move the mouse only to the right side of the monitor, the mouse pointer goes completely out of sight but if I move the mouse pointer to the left side of the monitor it stops in the viewable area where you would expect it to stop.  Weird!  This is on two totally different machines (one HP and one Dell) with two totally different sized monitors (one 24" and one 20").  I've tried adjusting the resolution, changing icon sizes and hitting auto adjust on the monitors with no luck.  Any ideas?
